assignment/short description
Following the "Vietnam Vulnerability to Sea Level Rise Assessment Project" (from 1994 to 1996), in 2002 the Netherlands Government, via the Royal Netherlands Embassy (RNE) in Hanoi, provided a plan for implementing the recommended next steps in establishing ICZM in Vietnam. This plan was compiled at the request of the former Ministry of Science Technology and Environment, MOSTE (since 2002 the Ministry of Natural Resources and Environment, MONRE) and with full participation of the members of the Ministry’s National Environment Agency, NEA (since 2002 the Vietnam Environmental Protection Agency-VEPA).
The VNICZM Project operated project offices in Hanoi and at three provinces: Nam Dinh (in the north), Thua Thien Hue (in Central Vietnam) and Ba-Ria Vung Tau (in the south). Besides the actual project documentation, the real outputs and successes of the project are reflected in the progress made towards implementation of ICZM at national and provincial levels. Follow-up activities in the form of definition studies for multi-donor projects to support the newly formed ICZM Unit within VEPA and the required long-term ICZM Programme were already underway at the end of 2003.
The project was conducted by a large group of organisations under MONRE. Deltares/ Delft Hydraulics co-operated with Royal Haskoning (leading partner), DHV consultants, UNESCO-IHE and RIKZ experts.
